" As a retired Special Agent of the FBI, I have standing to write this letter. My thirty years in law enforcement, including 22 years as a Special Agent with the FBI have given me the knowledge, expertise and experience to question and confront you for your perplexing actions, which (as you well know) were outside the normal standard operating procedure of the FBI and Federal judicial procedures. Some of the finest people in the world proudly carry the credentials of FBI Agent and you have soiled them and not allowed them to speak. But I will not be silent."

As Comey testified under oath, the 15-20 FBI agents most closely working on this case UNANIMOUSLY said that no indictment should be issued. I'd put more stock in their views than some retired guy with no access to actual evidence (much of which may not have been made public, obviously).
I believe a directive to not issue an indictment came down from the White House and the DOJ. There are too many cozy relationships between them and the Clintons to think otherwise. It might take years to find out, but eventually someone will spill the beans, most likely when it doesn't matter anymore.

Comey testified under oath that he got no directives or had discussions about the investigation from AG Lynch or the WH. But I am sure you think he is lying under penalty of perjury.
