Having filed (even if not formally announcing a bid) as a candidate, Trump would be able to coordinate with PACs and other similar organizations.
More importantly, 501(c)(3) nonprofit organizations would no longer be able to engage in “political speech” which could theoretically affect the results of the 2020 U.S. Presidential Election without running the risk of losing their nonprofit status. The move effectively bars interest groups from creating nonprofits which they could funnel money into for the purposes of opposing Trump’s initiatives.
He did this on his first day in office.
In other words, this throws a monkey wrench into efforts creating tax exempt organizations (Soros, David Brock) to oppose Trump, since he has unofficially declared candidacy for 2020.

Regardless of the reason/s you stated, it is refreshing to hear a politician say they will be running, instead of the standard "I am not running" or "I will evaluate later whether a run is in the future". We have heard that endlessly from career politicians like Hillary, even though everyone knew she was planning on running for potus back in the 90's.

That can't be right - he is the "orange buffoon" who knows nothing.
You need to read the underlined portion again, and consider Trump's people may be running the IRS.
How is the underlined portion different from what has always been the case? What is it that 501c3 could do before that they can not do now. They were all prevented from supporting a political candidate if they wanted to keep their tax free status.

the key word is "candidate". Until he officially filed the form stating he was going to run, trump was not a "candidate", he was (and is) the serving President. By announcing his intent to run in 2020, he is now officially a "candidate", with all the aforementioned protections.
All in all, a very smart move.
Under the Internal Revenue Code, all section 501(c)(3) organizations are absolutely prohibited from directly or indirectly participating in, or intervening in, any political campaign on behalf of (or in opposition to) any candidate for elective public office.
