He probably did say it, but I am sure "dump" is a matter of personal preference and taste. I was born, raised, and lived in Manhattan for decades. I always thought Trump Tower was ugly, and never like those high rise, ceiling to floor glass windows, bright lights, etc., buildings. I would rather live in a historical 1700's house/building (WH?) than a Trump Tower.
I can understand Trump not liking the White House. Not his taste or what he is used to.
Apparently, the place was such a mess after the Obamas, the cockroach problem , not seen as much of a problem by the previous occupants, became too serious in the end.
Michelle looks like she could scare away the cockroaches with that withering look. As for eating cockroaches for breakfast well that is up for debate.
The whole story serves to illustrate the point that what is perceived as clean by one person might require full renovation by another more discerning person with better personal hygiene habits.
Trump is just upset because he heard the joke about a Billionaire moving into a house funded by the government and recently vacated by a black family. YEEOUCH !

Cleaning up what? Trump is already taking credit for Obama's economy (unemployment rate, stock market, etc) -- the same very thing he said was "fake" last year.
