SS - not the federal governments responsibility
Medicaid - not the federal governments responsibility
welfare - not the federal governments responsibility
police - not the federal governments responsibility

by now you should be noting a pattern

libraries - not the federal governments responsibility
education - not the federal governments responsibility
student loans - not the federal governments responsibility

Every single item you listed, by nature of the US Constitution, is a state or regional issue.

More importantly, why do libs demand that we have a goverment that "fixes" everything when we have a natural market that works so much better than any government entity ever could?
Financial industry crisis was created by the "natural" market and is a disaster worse than anything the government could do - well except for the massive mess of I-Rack and its war profiteers that is.
