McCain's Platform

Preschool:
Would raise money for more Head Start Teachers

K-12:
Supports No Child Left Behind
Supports allowing families to pull their tax dollars from public schools and use it as tuition at private schools.

Higher Education:
No student aid plans.
Supports federal funding for university research in energy.
Wants funding to attract students to science and math; not specific as to how this would be spent.

Note: There are no specific budgets in McCain's platform. These are more like goals.

Obama's Platform

Preschool:
Would spend $10 Billion for "slots and quality" of Head Start program
Goal to make preschool available to all children.

K-12:
Incentives to school districts to attract good teachers. Merit pay to keep teachers. $8 Billion budget for this program.
Would overhaul No Child Left Behind; Obama is particularly critical of the measurement of progress.

Higher Education:
Tax credit of up to $4,000 to students who give 100 hours of community service. Credit begins phasing out for household incomes over $135,000.

Teacher retention is at an all time low.

America's students have fallen behind and in a test last year were laughed at in terms of time and knowledge it took to pass a 2 hour test. (our country - high school - 2 hours, their country 3rd grade 1/2 hour)

No child left behind is an abysmal failure.

Our public education system was once the envy of the world, it still is (third world)
Our Secondary education system was once the envy of the world.

We hire less engineers than ever before, and need more doctors than we've ever needed. If we do not increase recruiting for doctors asap we will be far, far short of need during our nations most critical hour of need.

How does he intend to fund it? At some point the candidates need to identify revenue sources for their increased expenditure programs.

Also a revenue reducer. So some programs will increase government expenditures and some will decrease revenues?

there are plenty of good social programs out there that are operating on a razor thin margin as is. Volunteers would help alleviate some of that.

A tax credit is not a volunteer project it is just that a Tax cut which is revenue producer. How are the proposals outlined by the OP revenue/expenditure neutral?

Both plans have good and bad however McCain wants to keep spending $300 billion a year in Iraq so he will not have the money for his plan while Obama, once he shuts down the mess in Iraq, will have the money.

The war in Iraq is not in the budget. It is a continuing resolution meaning magic money is being used. That is money not tied to a source. Are you meaning to suggest Obama will use magic money(pure deficit) to fund education and give the very children he proposes to support a major bill for them to pay off in the future? Will authorization for his programs have to occur every six months since they are not in the budget thus making them tenuous at best?
