If the President is indicating a timetable, al-Maliki insists it's on his agenda, and Senator Obama proposed it months ago -

He'd better like the taste of eating crow. IMO, that issue will be decided for him before the election, or by President Obama afterwards.

JM would try to stay in Iraq as long as possible, as THAT is what his handlers (defense lobbyists) will be telling him to do.
