yes, and mccain was born on a military base in panama. this is an old argument, and if there was any merit to it, we would hear more about it. I think we will only hear about this if mccain wins. then the democrat party will challenge his presidency.

It was a military base with a small hospital/clinic for USA soldiers by the canal .

So if an American serrviceman's Iraqi girlfriend, gives birth to a baby on an American base in Iraq. That child is automatically an American citizen and can run for President, even if it spends most of his or her life in Iraq?

Yes.
In the situation you described, if a child is not born on an American base in Iraq, the answer is still "yes."
If neither parent is a service member, the child is still a natural born American, and never has to live in the US under a number of circumstances.
There are circumstances where children born abroad when one or both parents is an American citizen that they must live in the US for small period of time.
Both McCain and Obama are natural born American citizens.
Again this is sooo fudged. They can vote in the primaries in puerto Rico but not in the Election.
What about those born in Puerto Rico but migrate to the states.. they can now vote for president and couldn't vote if they stay in P.R..... can they run for the office as well if living in one of the 50 states? This can be tricky if it were to ever happen.
