Here's another interpretation of the Davis-Bacon Act with references to more recent challenges in the courts. Their conclusions might have something to do with Obama's support.

I'd be interested in finding out the state of discriminatory practices within unions today since this information was collected from the 1980s. I do know that their are federal guidelines for construction projects where companies must have a certain number of minority subs or workers in order to get the job.
