You know nothing of municipal politics, city budgets how revenue is generated and spent at that level

Is there a magic money tree in that town? Where is the 20 million coming from since it's citizens won't be paying for it?

It's freaking Alaska dude? There is no need for that much revenue for literally anything b/c there isn't much the government has to maintain/support besides heating up people's homes and cars.
