I don't get why they are voting on this first. I just heard this on CNN. I heard that it will pass in the senate is voting first going to do anything.

Mostly, yes. I saw a House Republican on CNN (I think)say they (House R's) weren't very happy about it.

I thought the house had to vote on all economic/funding/finance type bills before the senate?
