Why can't our first black POTUS be Colin Powell??? (Condoleezza Rice, Iraq, Obama)

It would be amazing for Obama to use the best people from both sides when he is Elected. In the UK you cannot use anyone in your cabinet that is not in the party voted into power. America is much better in this respect as they can have bipartisan alliances.
