Insuring employees: small businesses do not have to insure, or offer insurance to their employees, they are however required by law to carry workman's compensation insurance, which will partially cover an employee, should they get injured or disabled on the job. Employers are also required by law to pay into other government funds for social programs.
This is why, so many Americans have no health care coverage, it's simply NOT AFFORDABLE for them, with the present minimum wage standard.
Employers who offer health care coverage make the employee pay for it, and, most times, the coverage isn't all that great, it's kind of like receiving a 20% off coupon for health care, depending on wheather the company offers different levels of health care insurance.
I had a relative who worked for the US Government, and people naturally assumed that this relative received all health care and death benefits free, because he was working for the gov., and this was simply not true, my relative had to pay into a group insurance plan, and, even then, the coverage wasn't that great.
Employers who pay taxes, are actually paying for many different things the government does. such as social programs like unemployment compensation funds, social security, and so forth.
When a person starts a small business, they're required by the IRS to initially fill out an estimated earnings and tax form, so, when a person buys or starts a new company, they are advised upfront of what their estimated taxes might be. if a person thinks they can't afford the taxes of the business, it's best they do not try it. this is when schooling, small business admin., and accounting procedures is beneficial to anyone wanting to begin a new business, or buy one.
with the present economic climate, I don't know why anyone would want to start a new business, at least not until things become a bit more stable.

Hmmm, if someone told me that I would be incur an "additional, minimal tax" on earnings over 250,000 per year, I would be delighted at the prospect! Joe, will, of course, get "tax breaks" for every job he creates, under Obama's plan, as well as assistance in paying for the health care coverage for his workers. . . poor Joe. . . !
It's great to see that many of the Obama-bashers around here have about the grasp of political theory as Joe the Plumber.
And it's great to see people that want gov't handouts for which they did not earn nor deserve.
Some people are just pathetic; lacking integrity and as a last hope, lean on the gov'ts teat for "help" at the expense of other, hard working Americans.
It is now coming to light that "Plumber" Joe Wurzelbacher is a distant relation to Charles Keating. Wurzelbacher is said to be related to Charles Keating's Brother-in-Law. There is also doubt as to whether "Joe" is registered to vote. He may already own a small business. Many people have already felt that"Joe" was a "plant" to try to bolster McCains Tax strategy and throw doubt on Obama's Tax policy. It will be interesting to see what facts now come to light about "Joe the Plumber". He seemed awfully convenient to pop up just before the last debate. To be honest, any plumber working for a company and earning over $ 250,000 per year would have no problems raising capital to invest in his own company. Why is joe talking as if he has to decide between feeding his family or starting a company? How does a man who works for a company, not manage on over $20,000 a month. Even after tax and even after a tax increase, Joe is earning an extremely good salary. That is if Joe isn't an "agent provocateur".
