Weakening our military would be the worse possible thing any President could do... especially with the situation we have going on right now. We were attacked on September 11, 2001... not because we were in a war, but because we were viewed as heathens...
You think that just because we withdraw from Iraq that the Middle East's views of us is going to change? Think again, that's one change that not even Obama can promise us.
As for being a world power, maybe it's for the best... we'll be more vunerable, but then a new top dog will rise and take all the drama that goes along with being on top.
Yes, Russia I think will at least protect Europe from the Islamic forces that also threaten it. And with Obama pulling us out of Iraq, you can expect problems there. Iran most likely will take our place in Iraq and any balance of power in the Middle East is over.
