Politico is reporting that Biden will restore tthe Office of the Vice President to its historical role” as adviser to the president and tie-breaker in the Senate. The vice president will be barred from particpating in senate deliberations. Biden has no intention of attending internal senate deliberations. It looks the Cheney era is over and we're back to complying with the Constitution. If this has been part of Obama's plan, Hillary is better suited as SOS.

He and Senator Reid see eye to eye on this.” 

Cheney has vastly enlarged the office’s power, even claiming at one point that it had a special status beyond both the executive and legislative branches, by virtue of the role of president of the Senate. That’s a largely ceremonial function, except in the case of breaking ties.

Well, I'll give the neocons (and Dick Cheney) only one break in his/their understanding of the role of the Vice President: They did have a Chief Executive who was unable to conduct the duties of their position as leader of the free world, which I know was EXACTLY their plan. It's also why Cheney is truly the embodiment of evil, as it sprang forth chiefly from HIS direction and HIS command. He is the "Decider", not Dubya. Dubya was just the Chief Executive Bumbler who pretended to be in charge

I'm disappointed more political cartoonists didnt make this clear. Some did, mostly in a veiled way, but not enough.

But I don't believe that Cheney is the top decider....just maybe the director of operations and controller of bush's liquor cabinet........
