I heard on NPR that the D.C. is trying to get less people to show up by telling them how cold the weather is going to be, and how long they'll have to stand outside. Apparently the District isn't prepared for the estimated 4-5 million visitors, so good luck to anyone attending this historic event.

LOL, the small business owners I know in DC are thrilled. So are the people renting out rooms and parking spaces, the taxi drivers, the souvenir peddlers, the guy who sells hotdogs, etc. Not to mention stores selling coats and umbrellas to those people who don't understand January weather in DC. This is a helluva lot better than any stimulus check.
Will it be a pain? Sure--but that's part of working in DC. Big events are nothing new.
Probably the same as for the Election Night party in Chicago. Except pick pocketing will be lower, since it will be cold in January and people will have heavy coats. It's harder to steal wallets when people wear extra layers.
I hope they take this opportunity to check for illegals in the crowd. They could use those buses to ship them back to Mexico!
