Maybe I am slow and just don't understand, so can you explain this article for me?

There have been no major events (on the economic or security stage) in the past few months...yet the DOW continues to drop as if there has been. The article explains a little better than I can, so if you read it and are not clear on what it is saying I will do my best to explain.
