Word on the street is that once these folks are released into America, that if they need financial help, taxpayers will be the ones helping.
Also, some talk about a tax expense to rehabilitate them. You know, a tax funded program that makes these terrorists less apt to want to kill us.

"word on the street" means he heard it from Rush or Beck or Malkin, or some other equally frivolous person, and he thought it was deep.
Only one person released terrorists from Gitmo that we know of. His name was George Bush. But you won't hear any smear-merchant talking about that. They just focus on their imaginary world and how it makes President Obama look bad.
