You can't end the IRS. You can end the Individual Income Tax.

But, that's not the only tax the agency administers and enforces. If you end the IRS, you'll still need a tax agency so why bother. There are corporate taxes, excise taxes, estate taxes, etc. Even if you end the Individual Income Tax, you'll still need a tax agency to enforce the law and process the forms and payments a flat tax, a fair tax or a whatever tax generates. Maybe, you the individual, won't be the one filing the forms and making the payments but some entity will so there will still be a tax agency.
