Nothing on TV. The only comparisons would be comedy of superstars like Richard Pryor, Eddie Murphy, George Carlin, Lenny Bruce etc....

South Park style comedy and satire was exclusively in the realm of night clubs and comedy cassette tapes back then. No way in hell the censors would have allowed anything like that on TV before cable went big time. HBO was the only place to see shows even close to South Park comedy.

Maud was considered pretty outrageous in its day, she was loud and had an abortion, but it wasn't surreal/outrageous in the way of South Park.

Some of Ralph Bakshi's animated works were highly weird, and occasionally risque as Fritz the Cat received an X-rating. I see it was him who did the 1980s TV version of "Mighty Mouse", which was highly controversial and quite odd. Although it was not necessarily analogous to South Park as Bakshi I think had a very different kind of surreal/anarchist thing going. Still maybe Bakshi and the world of "underground cartooning" is the closest analogy. Or the first season of "The Simpsons." It seems strange to us now, watching even its first season, but at first the show was seen as edgy and controversial.

All that said bear in mind I'm not exactly supportive of South Park or its influence. I just felt I could try to answer the question anyway.

Laugh-In and All In the Family were considered rather outrageous for their time, by some.

I guess it all depends on the definition of outrageous.

Benny Hill comes to mind (what a dirty old man). Other than that, I can't remember. In the 90s, there was Beavis and Butthead. Can't believe I used to watch that show.

Monty Python's Flying Circus was outrageous for its day back in the Seventies.

Jerry Springer was also pretty outrageous when it started out back in 1991.
