On Family Guy why do people freeze when Stewie talks to someone? (cartoon, theme song)

When Stewie asks Jillian her views on Homeland security if no one besides Brian and Jillian understands Stewie (Chris couldn't understand Stewie at this point) who or what do they think Jillian is responding to? Why didn't anyone ask her what the hell she's talking about? No she isn't the smartest person but she's not crazy so she shouldn't be talking to herself.

From Peter, Lois, Meg and Chris' perspective did they just hear nonsensical baby gibberish followed by Jillian unprovoked talking about the government? Then at the end from their perspective more baby gibberish from Stewie followed by Jillian randomly saying Rhode Island City.

So weird how none of them responded at all to what should seem extremely bizarre from their POV. I noticed they literally freeze when someone has a conversation with Stewie and it's so weird to me. They never ask Brian especially why he has such deep conversations with who they see as just a normal non talking infant.

You're thinking too hard. It's just an adult cartoon show. Lots of things about them may seem "weird".

It's a show with chicken fights and fart gags. I don't think there's anything deeper.
