I would also stay far away from slum lords like Umbrella Properties. I made a typo about Springfield in my last post... It should read: The situation in Springfield is much better than that of Eugene, the City of Springfield is proactive and not corrupt in trying to stop crime and cleaning up run down areas of Springfield. Springfield is also trying to get rid of the adult book stores and strip clubs allowed within the city limits by previous administrations.

I would say that the Whiteaker or "The Whit" is one of the "good spots" in the Eugene/Springfieeld area. With a large collection of business and locals it is Eugene's real downtown...Some of the best restaurants, bars, and interesting people live in The Whit. I hope you check it out.

The bad air gets stuck in the valley from industry, humans and field buring... when there is no rain to knock it down in the summer it gets stuck in the valley. In the winter there is somtimes an air inversion where the smoke from fireplaces/woodstoves can get traped at the surface do to warm are above. Eugene is no LA this is for sure and with the ban on field burning we will have to only deal with the rare period in the winter w/o any rain.

Actually, I think it is due to the grass pollen "particulates". If you are allergic to grass pollen, then Eugene is not for you. If you are not allergic (like me and most people), then you barely feel anything when the grass pollen level is through the roof in the summer (grass seed is a big agricultural product of the area just north of Eugene).
As for field burning, they are finally going to outlaw it next year, after drastically cutting it this summer. I personally never felt a single thing or saw a single wisp of smoke last summer from field burning. I think it has zero effect, unless you happen to have bad luck and the wind changes direction and you live on the north edge of Eugene. But as I said, it's nearly outlawed now and will be totally gone next summer. (some weird exceptions have been granted, but I think the effect will be nearly zero).

I've heard co-workers tell the youngest of the staff (19) to stay out of Whiteaker when he'd tell them about going to Papa's Soul Food. They basically told him to watch his back or he'd get a pounding from a denizen of the neighborhood. But I think they're paranoid. He didn't seem fazed by them.
I've been down to the Blair area, walked/driven around - I didn't see anything I'd even worry about if my daughter was there alone. I'm not sure about at night, though. But that's because of the proximity to the Mission, not the people who live in the Whiteaker homes.
There are some really nice eateries & a nice plant store over there. When I can afford to eat out again, I'll be sure to check out the dining. I have spent some moolah at the plant store, though. It's pretty darn neat with vaporizers for the specialized flora... I got a string of pearls plant: hard to find!

areas prone to being downwind of a mill... Like the Bailey Hill, Barger, Seneca areas... near W. 11th.
I think it can tend to smell reminiscent of a slaughterhouse. I grew up downwind of such a place & it's worth it to avoid when you have a choice.

I agree it's a good place to raise kids. Be advised though that there's a problem here for asthmatics: pollen....It can be a real hassle. Otherwise, I think it's really perfect.
