I'm interested in retiring in either Oregon or Washington.
My ideal city would be within an hour or so of an airport and would have active weather including snow.
A four bedroom house should cost around $200.
Any suggestions?
(I'm coming from the mountains of CA. and the area is just too red-neck for me.)

4 bedroom house? You mean purchase for $200,000? Perhaps in Baker City or Ontario. Those might be within an hour of he airport in Boise Idaho. There will definitely be some snow. Mountains are pretty and there is hiking and bird watching. They are near Malhuer Refuge.

If you look up Salem on the home sites, there are four bedroom houses listed for less than $200K but the average price looks to be higher. Otherwise, Salem seems to fit your specifications.

Yeah and eastern oregon and sandpoint are totally redneck-free! Seriously, does anybody actually read the OPs full posts on this board? OP: you will probably need to up your budget or drop rooms to find a place in the less redneck areas of oregon.

Yes, I read his OP. If he wants to be totally redneck-free, he can live in the middle Portland and his $200,000 will buy him a clear space under a bridge where he can pitch his four tents so that he has his four bedrooms that he needs.

"Rednecks" are everywhere in Oregon. It's become a thing, kinda like "Hipsters" or any other dumb wannabe group. I have friends and family who live in Eugene and that live in in Portland, that consider themselves to be "Rednecks".
There is no escaping them.

I think Baker City might work for the OP. I never feel like too much of a stranger in a strange land there. It's got a small, but engaged, art community, an organic food coop, a nice little wine bar , and a few other non-rednecky amenities. Walla Walla is worth looking at as well.
