You should try soured herring 
You can do it just about anywhere in the northern half of Sweden.
Or any dish with pickled herring,fried herring,grilled herring,soused herring or fried perch or northern pike in cream stew.

Not cities but :
France ( Brittany and Provence especially) , Italy ( especially the South/Sicily/Sardinia), Greece, Spain, Sweden and Scotland. All perfect places for wonderful seafood.

HI FROM GERMANY!
SPAIN, FRANCE AND ITALY are great for seafood. But to be honest, i am a STONECRAB and LOBSTER LOVER so i prefer MIAMI for the Crabs and THAILAND for the Lobster ( or the States) Lobster is that expensive in Europe, you can`t imagine.

The mussels are magnificent all along the edge of the North Sea in France, Belgium, the Netherlands.
In the town of Le Tréport, you can watch the fishing boats bringing in tons of scallops and then selling them directly at the fish market in the port.

Brittany/Normandy are wonderful...those huge seafood platters are incredible- so fresh and simply prepared! I also had excellent seafood in Spain along the Southern Coast. Ireland is also very good but terribly expensive and overpriced for being an island surrounded by the sea and seafood...go figure.
