The US has a 6% redhead population. This would give the US the largest population of redheads in the world at around 18 million, compared to approximately 650,000 in Scotland and 420,000 in Ireland who would have the highest percentage of redheads.

Norwegians tan when they can. My relatives think I am weird for trying to stay out of the sun and make fun of my pale legs :-) Then again, I am in New Mexico for 11 months out of the year where sun exposure can be a death sentence.
Portugal has some pale folks especially compared to other southern Europeans. One of the most beautiful girls I ever knew was Portuguese with raven black hair and alabaster skin. Lovely.

I'm English/Irish by heritage and I can tan though not very well. I'm pretty sure I am a type 2 skin, I have some freckles on my arms and shoulders but not so much on my face or most of the rest of my body.

I tan pretty well, but my grandfather on my father's side is from Jamaica so that might explain it.. my other side of the family has Irish ancestry which might explain why my mother is pale and burns very easily and never tans.

And yes, that pretty much is what it boils down to.
Scandinavians are generally much more active than Brits.

Yes, they are Sun Worshippers and love to ski, so they have snow tan and their skin has "memory". Germans too, they have the snow tan, it also goes with socioeconomic levels.
In fact, you can tell if they are poor or rich by their tan, degree of fitness. People from Wales or North England are a good example.
For example, Germans from former East Germany are paler, fatter and dress in a horrible manner.
Whenever you see a group of extremely pale people with a high percentage of obesity, they usually come from some depressed area.
Even the French that come from over the frontier, that are exactly the same type of people than us but from areas much more depressed than Spanish Catalonia, are also very pale and not fit since it rains a lot overthere.

I only just noticed bobman's post.
I haven't been to Sweden yet (going this year), but people around here are active and go out in any type of weather. Lots of joggers, runners and dog walkers. They are particularly prominent during sunny weather, even if it's cold.
Not sure what the situation is like in Scotland, but considering the average Scot has pretty crappy health in comparison to the rest of the UK, I'm sure there's a pretty stark difference. People in southern England are also very active in comparison to the rest of the UK, especially in London.
