Default Who are the palest Europeans?

It would definitely have to be a tossup between Scandinavians and the inhabitants of the British Isles.

It seems like Scandinavians have slightly darker skin than English/Irish people actually, in the sense it is a bit less transparent and you can't see as many veins and they tan more easily without burning, but they also have fairer eyes and hair than English people on average, most of whom have quite dark hair and eyes. Irish are somewhere in between English and Scandinavians in terms of fairness of features other than skin, though they are probably the palest skinned people in Europe.

From Poland/Belarus northward, yes. South Slavs to me look quite a bit like Italians and Greeks.

Scots, Russians, Dutch and icelandic people are paler than a lot of their European neighbours.

I wouldn't say the Dutch are paler than Germans and Belgians.

The native peoples of the British Isles (ethnically Scots, Irish, Welsh, English) seem to have the fairest skin. Of course there are fair skinned and olived skinned throughout Europe, but just from subjective observation the English and Celts of the British Isles look the palest.
