Outsourcing has been going on in the UK and Spain for a long time, many of the traditional industries have been outsourced to Asian just like what happened to the US.
For example steel works, ship building (Scotland), there is virtually no mining left. All the cheap labour has taken away a lot of jobs
a lot of "outsourcing" happens within EU, where they relocate assembly lines and big service centers to Poland / Slovakia / Hungary (etc, wherever there is cheap labor and educated work force).
Can you be more specific as Europe is a huge continent.
i presume the OP is refering the outsourcing of manufacturing to the likes of india and china
to answer your question OP , eastern europe has lower labour costs and many western european companies have upped sticks and relocated to places like poland , while main st america might be really strugling , it appears that wall street is still booming
