So, jeff, a citizen can't buy land without forking over tens of thousands of dollars in a bribe, just to get the purchase officialized? And why has it taken so long in court?

He "bought" some muni land that wasn't for sale?

I can't say his problem is par for the course; it is one situation I am aware of. I'm unsure why it has taken so long, but when this same person bought land on Russkiy Island, it took years to get that pushed through as well (I don't know if he paid bribes there, didn't ask); Russkiy Island is/was military-owned, so that probably added to the difficulties and time-frame, too.
My assumption is that the more desirable the location, the harder it is to get it. This land is very near VGUES in the middle of town; perhaps someone in government wants it, too, and has made it difficult.

Only when it comes to buying a muni or federal land outside of an auction. Today that's not even possible.

Buying private land is no different than in US. Today buying public land is also no different.

Because there is nothing the court can do in this case. Looks like he was scammed, trying to commit a criminal offense. A police will help him get the scammers, but they'll also arrest him.

As I understood it, it's not any supposed scammers who are being sued, it's the official who demanded a bribe. That shouldn't take long to prosecute.

In both cases it was public land, my wife just told me. Why would you get arrested for buying public land?!
