You more than compensate for that via the VAT you pay on everything. Buses and trains are usually not full anyway, but they have their schedules. So it is better to earn half the ticket price from an old person than transport an empty seat
Same with gym and pool membership. Those institutions employ people, so the old people increase demand and thus create jobs for trainers etc. Plus, when old people work out, they get ill less and thus cost the NHS less.

It depends on the buses. My bus goes into town from small villages and by the time we get to town it is full or nearly full. The majority of those on the bus have the FREE bus pass. Trains & buses in Glasgow are normally full. Don't know what buses/trains you ride.

Well, here trains and buses are seldom full, except maybe during rush hours, but senior citizens don't really have to go at those times
I don't know about Scotland, but here many people are kind of trapped in rural villages if it weren't for buses. Train lines have already been terminated in many cases. Buses are not seldom cheaper and more flexible to operate than trains. So if there is demand for a bus line, it can easily be implemented and won't cost much, even if half of the riders use it for free.
