Problems won't be if the Black observes the proprieties - is tidily dressed, speaks not loudly and behaves correctly, has at itself documents on a case of a meeting with police. In general recently claims of racists moved from Blacks on Arabs and Muslims, to Blacks the relation improved, a little.
I asked this because I heard there are a lot of white supremacist sentiments in East Europe. A travel advice site says immigration officials in some EE countries deny entry to US citizens. I imagine what it would be like for an African American man.

Well, there shouldn't be any problem in central europe including Poland and Czech Republic (which many today consider as part of central europe).
And I dont't think that it will change much the further east you go. Just do what you should always do, regardless who or what you are:
avoid traveling on your own (it more fun with a partner anyway), be respectful and friendly and thats it really.
In Romania you woudl be fine, too. People might stare a little at first, they are not that used to black people, but you shouldn't worry more than in any other place you've ever visited.
Always thought Poland was one of the most racist countries in Europe.
The only Eastern European countries i would travel solo if i was Black are the Czech Republic, Slovenia, Greece and maybe Slovakia, Hungary.
Poland might seem racist because it's mostly lily white, and because of programs about soccer hooligans, but it's not like that. I've lived in Poznań, Poland for 4 years next to a dormitory for foreign exchange students. I also know several Arabic and black Poles (from mixed marriages) that have lived in Poland for 25+ years, and I have yet to hear about any serious race related incident.
There are some idiots yelling racist slurs for example during football matches, but that's about as bad as it can get here, so I wouldn't worry about it.

You'll probably be safer in E.Europe than a wealthy White person walking alone in an American black neighborhood. I don't say this to be "racist" but statistics are real.

I'm a black American guy living in Italy. I've been to Slovenia, Croatia, and even Bulgaria. Never had a single problem. Like someone stated before, people may stare and speak amongst themselves but it's more out of curiosity and surprise than hate. You'll be fine.

Maybe I can give those places a try, when I have the money to travel. My biggest concern about the situation in Russia.
In Romania you may find some people staring at you, as black people are quite uncommon. Nothing else.
