I have only been to 4 countries but I believe the boring ones should be the ones very cold basing on some people that I know who said all they really do there is read because it is quite cold to be outside. So Sweden and Finland .
Probably Belgium, Luxembourg, liechtenstein, Bosnia and Herzegovina, Bulgaria, Macedonia, Albania, Lithuania, Latvia, Estonia,Georgia, Moldova, Malta, Montenegro, Serbia, Slovakia, Slovenia, Iceland, etc.
Just the bold ones are comparably "boring" or uninteresting for most tourists. However, I've heard that Belgrad has a vibrant nightlife scene so it's possibly not boring at all. But the other ones are too tiny (Luxembourg), too poor (Albania, Macedonia, B.-H., Montenegro etc.) or both to be really "diverse" and "interesting".
Belgium, Bulgaria, Malta and Iceland have quite a lot of tourists and visitors due to typical "Western European" charme (Belgium), cheap parties and good weather (Malta+Bulgaria) or stunning nature (Iceland).

Iceland and Serbia boring? Doubt that. Belgrade looks a blast and so does Reykjavik, plus the scenery in Iceland is stunning.
Sweden is extremely boring outside of the capital, also Finland.
You've been? How is it boring? Ok, perhaps for one who seeks a metropolis with 10 million people, but not who is interested in nature, history and culture.
