I think that's up to Ukrainians themselves to decide We're not in the 1980s anymore.
It has got nothing to do with the 1980ies but with the fact that Russia itself started with Ukraine and Kiev was the first capital of Russia.
We also kinda had a special relationship with half of central and eastern Europe at some point It would never cross my mind to doubt the independence of those countries, though.

So what? Ukraine is no longer part of Russia and from what I can see, they are trying very hard to distance themselves from Russia any way they can. National boundaries are changing all the time, just take a look at how the map of Europe has changed over the centuries.

Why, I've heard a thing or two, but...the language, the culture ( be that Hungarians or Czecs) - nope, sorry, those relations were not "special" enough.

I suspect that a few centuries from now, if Ukraine as a country still exists, Ukrainians will think of their historical connection to Russia the same way Hungarians think of their connection to Austria, or Fins of their connection to Sweden, or the Benelux of their connections to each other or to Spain, etc. The fact that Kiev was once the capital of Russia will just be an interesting anecdote, kind of like how Istanbul was once the capital of the eastern Roman Empire.
