Wake up call!! Do you have proof? According to Eurostat in the University World Newspaper released on 21 October 2013, it is Ireland which is the most educated country in the European Union out of all the 27 EU countries , since it has the highest ratio of people with higher education!

When It comes to 16-24 age group germany clearly wins over UK and France, specially the UK drops a lot in the age group of 16-24 comparing to adults, they are definitely not doing good things with young generations, unlike germans..
Interesting how Finland, Japan and the Netherlands are in the top 4 of all the lists.

Uk is similar to Us in this regard considering it has some of the best universities (elitism) but primary and secondary eucation fade always middle to bottom table among developed countries. And Its not only 1 survey but almost everyone I've seen from oecd.

id take that top spot stat with a pinch of salt , irish third level institutes are ridden with left wing idealogys , as such a huge percentage of graduates have meaningless degrees - diplomas in the likes of gender studies and womens history etc , the result is plenty of people to spout meaningless platitudes about equality on our left wing media outlets but a complete famine of engineers and mathematicans
