Spain. Mostly apartment buildings, even in the suburbs. Madrid seems to have an outstanding public transit system.

I agree, Berlin has the best urban planning of any European country.

I think Germany and the Netherlands are the best in urban planning. I was on a student exchange in Germany and what shocked me was that everyone, including businesspeople in their outfits, ride bikes to work. There is an excellent bike path system in almost every German city (especially those in the North) so riding it is a pleasure there. The Netherlands seems to work similar although I do not like the pattern in which Dutch cities are built (they're almost entirely row houses in a grid).
