In terms of how big they feel (mainly downtown but also metro sprawl), the presence of global/Fortune 500 companies, global connectedness, tourism, especially transport connectedness, variety of entertainment, vibrancy in both day and night, cosmopolitan-ness, major institutions.etc...

I'd say London is now clear no. 1

Paris would be quite a comfortable two.

If we're including it Moscow would be three.

Four would be more complicated. I think actually Madrid, Barcelona, Milan, Frankfurt, Berlin and Rome would probably compete for this position. They would, I think most would agree, round out of the top 8 whatever the order.

After these 4 it becomes a bit more difficult to ascertain. You have cities like Stockholm, Amsterdam, Munich, Brussels, Manchester in the race.

You forgot Brussels. It's not a very hip city (the Lord knows it's not), but in today's Europe, it IS an important city - much more so than Amsterdam, Barcelona, Milan,...

Bucharest is the sixth largest city in Europe but because we're an "island", without much impact outside, is not so important.



Nevertheless, is a very busy, modern and active city, not a sleepy one. It chaged a lot last years and is continuously changing, usually in better.

I would not put Palma, it's nightlife gets bustling only on holidays, the rest of the year is pretty average, at least not at the same level as London, Amsterdam or Belgrade.
And I would also put Madrid over Barcelona.
