The Eurovision Song Contest (ESC) has nothing to do with being geographically European or not.
All countries that are active Members of the European Broadcasting Union (EBU) can take part in the Eurovision Song Contest. EBU organizes ESC (is not related with the European Union too).
Members of EBU are the ones situated in the defined European Broadcasting Area (EBA), and that includes countries from all North Africa, some of the Middle East and most of the defined geographically European countries.
If members fulfill all the other criteria and if they accept to take part, they're ok to sing.
So, for instance, Kazakhstan does have an European geographic region but is not under the area of the EBA, so it's not eligible to take part on ESC. While Morocco is under EBA and can take part on the Festival (they did so in 1980). Despite that, i think Kazakhstan is trying to join the EBU, and then, if they want, they are eligible to participate.
By the way, Portugal is returning to the Eurovision this year. Actually, the semi-finals were done this past weekend and the final is due next Saturday.
The commentator always knows who is going to vote who, and where the 12 points go... usually put up.
Gladly, I didn't watch the show, but just followed the ticker from spiegel.de. And heck, those people seemed to be even more drunk than I'm right now... Only way to go for such a ****ty TV show.
