You did not understand me.
All Russians, whatever their ethnicity, are tagged as Russian.
People say "a group of Russians", they don't say a "group of Caucasians, Tatars, Bielorussians...".
If they are not Russians (Russia, modern day Russia)..what are they? Soviets?

Ha-ha. No, of course I understood you - I understand the dilemma for foreigners in this respect.
In fact the "Soviets" definition was much easier and spot on, since Soviet Union included many republics and many different ethnicities. But so does Russian Federation. So Russians in order to solve the confusion, now refer to all CITIZENS of the Russian Federation as "Rossiyane," and to ethnic Russians as "Russkie." Russian language of course allows such technicalities, English language does not))))

But for the world at large they are "Russians"...

"Russkies" (in English) is a cold war term, like "them commies".

In Cuba they are called "bolos" (bowling pin) and "polovinka" if Russian/Cuban, stunning women.

In a city towards the east, I met a Russian that stayed after "the fall" but people called him "el chino".

nobody in europe uses the concept white, its only a concept used in anglosphere.... you will never hear in france, the netherlands or germany people refering to a girl as "the white girl", they would rather use the french, dutch o german girl, and on a broader sense european girl. The concept of white is alien to modern european culture , maybe with the exception of UK who uses "white british" in the census.

I agree they are not Europeans but Americans. Even if we consider the genetical part.. genes can change through climate and enviromental adaptation (diet, cultural habits, climate) thus if they are born and raised in America they are Americans and not Europeans, their history belongs to the american continent, they have nothing to do with europe.
