Let's be honest - these were mostly Westerners who were killed in this disaster. The West hasn't been exactly receptive to the rebels troubles and the West turned blind eye to the killed civilians in Eastern Ukraine, not to mention that the rebels lose their own comrades throughout this war. So I don't see them being too receptive to Westerners troubles at this point as well, hence their whole attitude on the ground, no matter what their commandment is instructing them to do.
I do not exclude possibility of the rebels bringing this plane down ( in fact that's my guess) but I do exclude possibility of them doing it purposefully. If anything, it only complicated their situation and didn't bring them any dividends whatsoever. In fact they are concerned about the potential foreign military involvement/foreign peacemakers more than ever because of that.
Wait a moment, I have another version of what was told about visit to aircrash place and reaction of another countries. I didn't find any proof of such words about drunk militias etc..., but I have a confirmation of my information.

But in a way Rossiya is playing a deadly game. Everybody knows they are assisting the separatists. As a camera goes to Mr. Putin he denies the obvious. He is the Russian fox in the Ukrainian henhouse. He will not let Ukraine rest.
We now have a crime scene in sovereign Ukrainian territory yet it is Russia who indirectly controls the crash site. And btw where are those black boxes? Strange they haven't turned up yet.
In any case the fiddling by Mr. Putin in the affairs of the country across his border has grievously hurt his position in the eyes of the international community. It's probably now that he is seeing how his 'russiky mir' policies are bringing Russia and Ukraine to all-out war as well as the European continent.

As far as I remember, Petro said that he will give regions more autonomy. "Federation" is just a word. We are a federation. Spain isn't. It doesn't mean that in Spain regions has less autonomy than here. Perhaps the contrary.
And what is so bad about him? He isn't a radical person at all. In fact, my opinion on our neighbors is higher now than several months ago. I was afraid that they would elect some idiot, but they didn't.
And even if they do some annoying things, we should have taken a distant position, criticizing this or that movement of the far-rights. Or giving the specialist we need an opportunity to work here.
Or if we want to make something to show our neighbors that we don't want to support them anymore - to restrict the import of their cheese, finding there some dangerous bacteria
But instead we send there some people with radical views and low IQ.

Because - let's be honest, the value of human life is not the same all over the world.
When East Ukrainian civilians are killed in droves, that's quite acceptable and not fussed too much about; when Europeans are killed in the air crash, this brings the fury.
On a surface the killing of any American citizen will bring a condemnation of American government, but if you'll look into internal statistics, you'll see a different picture
So there is a reason why Western society finds it acceptable - the bombing of Ukrainian civilians, but would have never accepted "the bombing of Scotland."
As I knew already for long time, the division of value of human life doesn't exactly go along the lines of the skin color. There is something else at play.
