No. S-300 shoot down a learning target. Ukrainian missile S-200 lost the learning target after that, but was not ordered to self-destruct. The missile continued flight and hit the plane with tourists. It was mistake of Ukrainian operators of S-200.

What Max is talking about is an IFF system. It uses codes which an aircraft broadcasts. If a missile locked onto an aircraft hears this code it will not engage the aircraft.

It was a mistake of the joint commando during planning and holding military exercises. Guilty 50/50.
I can certainly understand your average Siberians liking of global warming and the benefits Russia will get from it. I think that Russia is screwing up though when it gets to the environment. If Siberia has a huge economic boom and large industry rule the day for profit only it's going to be a disaster. Norilsk is a great example of just not giving a crap about the world around you. I've seen other places.
Russians have a really uncaring and lackdasical attitude towards it. That's not a good thing.
Pay close attention where they note the rift between the Russian MOD and Putin and his people say. Putin does not call all the shots. Putin has a duty and if he fails and/or is percieved to be failing there are others with certain duties.
