The average, middle class person would be better off in the UK, however if you really really want the warm weather then southern France it is.

Climate diversity: France (!!!) Demographic diversity: tie. I'd rather live in a "homogenous" community anyway, not London or Paris. Economy: UK Cities: tie. Most British cities are cleaner and more "urban" but also uglier than French cities. Cost of living: France Quality of life: tie. Depends on the location, big difference between Clichy-sous-Bois/Provence and the Home counties/the Midlands. Scenery/beauty: tie. France has more natural variety, though. Culture: France Food: UK (!!!). I don't like the French cuisine and there are more food options in Britain. More things to see/do: tie. History: UK (IMO) Education: France

France is far more beautiful and more desirable. UK is a damp foggy country and there is nothing outside of bleak/grey London.
Paris is a beautiful city, unlike London, and the Riviera is unmatched.
You are kidding. The coastline is the most varied in Europe. The scenery is also about the most varied, apart from Russia. I like Paris but it is too uniform. London is far more varied and easier to live in with very large parks right in the centre. Foggy? You have been watching too many black & white Sherlock Holmes films.
France is not the Paradise the French will try and tell you it is, don't forget an 'average' Frenchman thinks he is somehow 'better' than other Europeans and I find that a lot of people 'buy into' their propaganda.
