People pronouncing le as 'lay' is a pet peeve of mine and I am not even French.

I would say: lø beh(r) where (r) is prounounced semi-rhotic from the back of the mouth.

The "e" in "Le" is a schwa and as such it must be pronounced like the "e" in "thE country".
I'd pronounce the second "e" like "é" which means [e], so it would be:
[l-schwa-b-e-R]

Yeah, you need an "accent aigu" (acute accent, pointing to the right) on the first E to make the first syllable sound like "lay". Otherwise it's (roughly) "luh".

Lebert = luh-bear
Lébert = lay-bear

Thank you all-- you have been helpful but clearly there are a few varying opinions.

Since it isn't "le big mac with cheese" (lol) I think we'll go with "Luh-bea(r)"

OK, just thinking that in Montreal there is a federal riding (electoral district) named Jeanne Le Ber. It is named for a more or less famous Roman Catholic nun from hundreds of years ago.

And the last two words (her last name) are pronounced ''luh bear".
