Well, I know there are a lot of threads like this as much as already been said about this, so I will do it in a slightly different manner.
Your choice may be a country which didn't belongs to your language subfamily group.
For instance, as I'm from Spain, my choice must be a non-Latin European country, so I prefer The Netherlands because of their social customs and their ecological solution to the urban mobility by bicycles.
For me Helsinki is the best fit. Bustling urban metropol with a lot of amenities but also a short drive out to beautiful scenery if need be. And nowadays i need.
As for countries outside my stomping ground? Hungary.
Probably Ireland: I like the atmosphere and the mix of nice cities with great nature.
Netherlands/Luxemburg:high salaries, nice people and bike use.
Germany: germanic but not as dark as other places, well connected, and too much to visit.
I would probably go with Finland. I imagine Helsinki to be a really great city to live in long-term. I don't mind the mild summers and cold winters, I actually prefer them over hot and steamy summers/rainy winters. It might not be a city with many touristy sights, but I really enjoyed the lifestyle/vibe during the weeks I spent there
Budapest is also quite interesting, I love that place. I'm not too sure, though, if the country as a whole would be a great fit for me.
Never experienced "long-term" living in any of the romance countries myself, so it's hard to judge, if those countries would suit me. Only experienced them as a sight-hopping tourist
