You'd probably end up working for a European multi-national AE firm in a developing country! The local labor markets are tightly controlled.

Hi, i'm a civil engineer and work for a contractor in the oil/gas industries. while in the states civil engineering covers a broad range wich includes roads bridges and tunnels as well as buildings and houses, we separate those two. When we talk about "civil" it means all infrastructure. Buildings, houses etc is referred to as "construction". Those are each different educations in bachelors or masters.
Within the civil engineering range there is also a large separation between asphalt, water and groudworks, and steel and concrete works.
So keep that in mind when you apply for a job.

Large Dutch international Engineering companies: Fluor Daniel (also very active in Canada), Jacobs (American origin, is definetely worth a try), Tebodin, Royal Haskoning, Arcadis, CB&I.

Large Dutch international Contractors: BAM, Heijmans, Ballast Nedam (their general companie language is spanish i heard), Van Oord, Boskalis.
I know Boskalis is right now looking for young Engineers that want to do a two year intern traineeship in Estimating, Engineering or Management who want to work abroad. They're the biggest dredging companie, dominating most of the world dredging market. But you'll be in the far east most of your time.

What you want (Visa) is very difficult and there will be few that want to go thrue all that hassle for one person, so i'd advise you to only look for very large international companies.
