I don't know -- seems very similar to getting a Russian visa, i.e. red tape that's easy to follow but still red tape (especially compared to not needing much of anything to travel to Lithuania or elsewhere in the EU).

I wish we abolished visa for European travelers. Then Belarus would be a more attractive and available place for tourists...
but lukashenko will not do it. He is too suspisious of foreigners...
