Considering that they were deporting Africans in Israel last year, rioting in London in 2011 and Apartheid was still a thing in 1991 it's a big deal. Going to a foreign country where you're not accepted isn't a pleasant experience so of course you'd want to check out the scene before you go. It's no different from women asking how women are treated in a particular country, etc.
