I say Romania. I don't know of any notable sights in Albania or Slovenia.

Slovenia has some of the most spectacular alpine scenery in Europe! Lake Bled and Lake Bohinj, to name just two of Slovenia's lakes, are breathtakingly beautiful. The towns on the Adriatic are charming. Ljubljana is popular with visitors, though I haven't seen it.

Depends on the time of the year and weather at time of year. It also depends what kind of tourist are you. As an Expat in Albania I traveled extensively in the Balkans and spent time in Romania as well (Bucuresti, Pitesti, Costanta, Ploiesti, Cluj etc..

Albanian coast has a true Mediterranean climate, and it's warmer than Slovenia for example, especially in shoulder season.

Slovenia is probably the neatest, and Albania the rawest. I found Albanians having the most young people speaking English, followed by Romania and then Slovenia.

Romania's sheer size has really no comparison in the region. In terms of Alps, Albania has its own, but don't try looking for ski resorts there. They don't exist. Southern coastline of Albania (Ionian Sea) is as beautiful as many Greek Islands. Construction, urban planning there is a hodge-podge of buildings with corruption as the only determining factor. Although as I understand Romania is a close second. Bucuresti is considered though the Paris of the Balkans.

In terms of history, there is history everywhere. Albania does have some nice Greek and Roman ruins, although theft seems to have played havoc on Museum stock.
