Out of these two groups of people, which do you think has overall better proficiency in the English language.

Dutch people or Scandinavian people (Norwegians, Swedes, Danes)?

Norwegians In that group because they start learning English at school very early stages. Also with their native tongue it is easy for them to learn English. Swedish , Danish and Dutch start English language after grade 8. That means quiet late in their school time.

Nonsense, they start to learn English between grades 2-4. Even I started from the 2nd grade, and that was in the 90s.

I've found that they all are basically on par when it comes to English proficiency.

This is not in any way true. Swedes learns English from grade 3 to 9. As well as in Gymansium (High School). I suspect its something similar in Denmark as well.

Not to mention that TV here is filled with American and British content, all shown in English, never dubbed (except cartoons for small children, which are dubbed in local language). The Simpsons, Family Guy etc are all in English on TV in Scandinavian countries. English-language movies are shown in English at the theatres also (except some Disney live action movies that are for really small children). In such an environment its even easier to understand English, as we hear it on TV and in movies every day, with subtitles in the local langauge.

If I'm not wrong, its the exact same in the Netherlands and Belgium (Flanders). At least this is how it is in entire Scandinavia (including Iceland and Finland)

Finns are also very good at speaking English, despite not speaking a Germanic language as native tongue.

Finns speak English a bit worse, in my experience.
As for Dutch and Scandinavians, it varies from person to person, but overall level is the same or at least very similar.
