Those inscriptions on t-shirts hardly mean anything. People buy and wear them just for fun. Or it's kind of a souvenir from the city they visited.

I live in America but I wear a Barcelona FC cap. America must be getting too Spanish. Or at least that is what I thought until I saw an American with an Arsenal tattoo.

Indeed, people have been wearing t-shirts and sweat shirts like that for decades. If anything, it shows a lack of taste

Anyway, Poland is rather pro-Western, which is just another way of saying anti-Russian.
Same goes for the Ukraine, well, Western Ukraine, anyway.
