Well, if Stalin hadn't grabbed it and annexed it, it would be rated "high", as part of Romania.

The methodology of HDI is quite terrible actually.

I don't think their methdology is terrible however the one that should be taken into account is not the "HDI" index but its inequality ajusted version the "I-HDI". that one is pretty consistent and accurate in my opnion.

Everyone was "hobbled" under Stalin for 50 years and then some more.
So no, sorry - this can't be simply written off on Stalin.
I believe it was a poor and depressive region already back in history, long before Stalin showed up on horizon.
