In general, I have found Germans to be more friendly than the Dutch - but I'm sure there are exceptions either way. Both countries could be pleasant to live in - and both have negatives as well.
Two things going for Germany are the great variety of terrain, and a more central location in Europe. The Netherlands are flat flat flat flat flat flat flat. But both countries offer their fair share of picturesque towns.
Also Germany has more room! Netherlands can be very claustrophobic
way to slack off 82 million Germans with your stereotypical views. Dutch and Germans are very similar.
The Dutch have great humor. Can't go wrong with either country i guess.
Honestly, I don't think Europeans in general have a great sense humor, but then again, I've grown up watching mostly American comedy shows. I have seen some that try to immitate what the Americans are doing, but it doesn't really work well...

i don't mean staged comedy shows, i mean real life...when you actual meet people and not sit in front your TV watching Hollywood propaganda.

I've never been in Germany, but most villages and cities of southern Netherlands from Vlissingen to Eindhoven are so beautiful.
When I was there in August 2011, I was thinking of people having dinner at 7:00 pm, then the streets going quiet until the next day at morning, but I was wrong.
I was impressed by how much people were enjoying terraces everywhere up to midnight, like we do in southern Europe during summer.
Germans can be pretty funny when you get to know them. Dutch however are not funny.
