Yes on an evolutionary scale, white skin as exemplified by Europeans and white people elsewhere around the world is relatively recent and no more than 8,000 years and is most likely to adaptation to northern climates, where the synthesis of Vitamin D is better with a lighter skin. The most ancient Europeans were primarily dark-skinned perhaps as dark as the modern Africans.

Fundamentally Scottish people are well, Scottish. They have less melanin on average than southern Europeans - big deal. There skin isn't even White...

When I say modern Africans, I mean the people of the African continent, no specific group. We now should know that the first human group (Homo Sapien Sapiens) emerged from the continent of Africa and then from there went to settle gradually throughout the whole world. So the earliest humans were most likely dark-skinned, especially if we take the hot African climate in consideration, dark skin is beneficial in such conditions. A good example, African albinos didn't live long in primitive times, though if they lived in Europe they would have lived longer due to less damage from sunlight and lower risks for skin cancers.

Skin isn't even White? Whatever that means.
Scottish people have on average less melanin than Southern Europeans, because their ancestors had to adapt to a cooler climate, with less sunshine than what you have in the Mediterranean.

These is a quotes from "Scientist Find A DNA Change That Accounts For White Skin" article which appeared on the Washington Post:

'They got a bigger surprise when they looked in a new database comparing the genomes of four of the world's major racial groups. That showed that whites with northern and western European ancestry have a mutated version of the gene.'

"Skin color is a reflection of the amount and distribution of the pigment melanin, which in humans protects against damaging ultraviolet rays but in other species is also used for camouflage or other purposes."

This is why Scots or northern Germans usually have a lighter skin than for example Italians or Greeks.
